There was no mention of Zhao at all in his descriptions and universe notes so far, and somehow that bit of back story popped into my head. I don't know if it is accurate, but what the hey. Just having fun with it :D
Inspired by the fact that in one Avatar episode, we see a young Zhao in the spirit library doing research.

Poor Zhao, the one caught up with all the weird files, all the weirdo reports...

A couple of things.
1: One person has made the comparison between the ninth Doctor and Zuko's clothes, while Iroh looks like he dressed up as Doctor 10.
2. Nice to know that Jom Jom (sp?) has a desk job.
3. Dunno if this work inspired Mike and Bryan to take Legend of Korra the direction its headed (urban contempoary setting), but if it is, both you and theartrix are in humanity's debt.

and I wouldn't be surprised if Ozai and azula are a chinese triad with zhao as a dirty cop. Zuko would be the brash hunk heroic cop and Iroh......-_- I guess tea with donuts?
